A challenge for governments
It's our first step
It is out of date / too old
We don't have enough bandwidth
We cannot confirm nor denay that we have it
The files are too large
There is no businesscase
It's not our job
We don't know if it's legal
No time / no resources

It's privacy sensitive

People will extract the wrong things from it
It becomes dangerous if it would be combined
