What is BREEAM?

BREEAM is the world’s leading sustainability assessment method for masterplanning projects, infrastructure and buildings.


It recognises and reflects the value in
higher performing assets across the built environment lifecycle, from new construction
to in-use and refurbishment. Formerly ‘Civil Engineering Environmental Quality’ scheme.

 

Sustainability assessment, rating and awards scheme for civil engineering, infrastructure, landscaping and public realm projects.

BREEAM Infrastructure is a new
pilot version of BREEAM for newly constructed infrastructure assets, paving the way for the next generation of the ‘CEEQUAL’ standard.

Current version (CEEQUAL v5) launched in 2012. New version (CEEQUAL v6) planned
for launch in May 2019 to include much of
the content of the BREEAM Infrastructure.

 

Following the launch of CEEQUAL v6, existing BREEAM Infrastructure pilot projects, including TRU, have the option to transition to the new version of CEEQUAL or continue assessment with BREEAM Infrastructure.

 

BREEAM is the key mechanism for measuring overall sustainability performance of Transpennine Route Upgrade (TRU) against
the themes and objectives set out in the
TRU Sustainability Strategy.

Why we are using BREEAM on the Transpennine
Route Upgrade

We’ve chosen to use BREEAM Infrastructure as the key overarching sustainability assurance and performance measurement framework on TRU because it aligns with our industry leading commitment to sustainability.
 

Our target is to achieve an overall BREEAM ‘Excellent’ rating, which aligns with
our vision for TRU to be a programme that delivers
world class sustainable
railway infrastructure,
which will leave a lasting
legacy in the north of England
.

Specifically we have identified the following benefits
of BREEAM Infrastructure for TRU:

  • Demonstrates industry leading commitment
    to sustainability.
     
  • Delivers legacy of more sustainable railway.
     
  • Provides assurance to  key stakeholders.
     
  • Provides single, measurable and comparable
    overarching sustainability KPI
     
  • Stimulates more strategic, integrated approach to design.
     
  • Drives sustainability performance beyond
    ‘business as usual’.
     
  • Enhances quality of constructed, operational asset.

TRU is the only rail upgrade programme (and the only Network Rail project) in BRE Global Ltd’s BREEAM Infrastructure pilot programme.

There is a maximum of
168 BREEAM credits available,
grouped into 13 categories.

Credits are achieved through the provision of

robust evidence to demonstrate compliance with

the BREEAM assessment criteria, as defined in

the BREEAM Infrastructure Technical Standard.

There are three main assessment stages:

1. Strategic Stage

2. Project Detail Stage (Interim)

3. Project Detail Stage (Final)

The North of England TRU Programme Delivery Group (PDG) made
a formal decision in December 2017 to progress with a BREEAM Infrastructure assessment, with a target rating of ‘Excellent’
across the Transpennine Route Upgrade Programme.

The TRU BREEAM Execution Plan includes:

  • Overview of benefits and costs
  • PMO and Alliance responsibilities
  • Detailed requirements for achieving the target ‘Excellent’ rating (Appendix A)
  • Cost mitigation and value management strategies
  • ‘Sense-check’ process to remove target credits where these can be demonstrated to clearly conflict with overriding safety, technical, programme or value for money requirements.

The decision for TRU to target BREEAM ‘Excellent’ is reflected in the requirements process.
For example, the ‘Intervention Client Requirements Document (iCRD)’ states that:

 

“[The participant]...shall ensure that detailed design and specification...[and] final
‘As Constructed’ works meet the requirements set out in the TRU BREEAM Execution Plan…”

Structure of BREEAM on TRU

As the TRU is such a large, multi-asset programme, the BREEAM assessment has been split into a series of smaller, stand-alone assessments – this is based on the ‘projects’ of work within the TRU programme. 

Each individual BREEAM assessment will generate a BREEAM score and rating, as demonstrated in the following example – at the end of the TRU programme, the BREEAM scores for each package will be amalgamated to generate an overall TRU BREEAM score and rating.

1.  Strategic Stage Assessment

  • At area ‘project’ level
  • Reports and strategies prepared by Alliance
  • Formal BREEAM assessment by PMO
  • Strategic stage score (%) and certificate issued by BRE Global Ltd.

2.  Project Detail Stage INTERIM Assessment

  • At ‘SPO’ (intervention) level
  • Based on detailed design and specification
  • All evidence and formal BREEAM assessment provided by Alliance
  • Project Detail Stage INTERIM score (%), rating and certificate issued by BRE Global Ltd.

3.  Project Detail Stage FINAL Assessment

  • As for interim assessment, but evidence and assessment based on
    final ‘as constructed’ works
  • Project Detail Stage FINAL score (%), rating and certificate issued by
    BRE Global Ltd.

4.  Final Score and Rating Calculation

  • Final score for each package is calculated from the Strategic Stage Score, added to weighted average of Project Detail Final Assessment scores.
