Creates a responsive modal message window with user supplied padding

Creates a 24 cookie to only display to admins once a day

Initially used to alert Agency admins about the need to convert sub-accounts to the new drag-and-drop editor

Next phase is to develop "micro-site" within iframe to explain the drag and drop features, and lead agency admin to controls page where they can change settings for sub accounts

Will be reused to implement "Message of the Day" features
