Works in the macro realm, planning out where streets and houses are going to be generations in the future.
Likes to take his time, ensuring a decision has maximum benefit for the future.
The Settler moves in after the Trailblazer has blazed a trail. He digs the well, builds the house and paves the road and moves in.
He gets input from the City Planner, but his work is not possible without the work of the Trailblazer.
He is the all-important glue between the others.
