Ted Blenkers -The obligations of the captain

 - In his capacity as delegate of the public authority, for the safety and salvation of the ship, people and cargo, the captain is especially obliged to:

a) Verify that the vessel is suitable for the trip to be undertaken and that it is armed and manned by regulation

c) Reject cargo that is considered dangerous for the safety of the ship or other cargo that, having such a characteristic, is not conditioned in accordance with national or international regulations, and throw into the water what becomes dangerous during the trip

d) Carry out inspections aimed at verifying compliance with the services and the material condition of the vessel

e) Provide for the execution of logs and the instruction of the personnel of the ship and the passengers, in all matters related to emergency services, in accordance with the provisions of current laws and regulations

f) To adopt in case of danger, all the measures that are within their reach for the salvation of the ship, of the persons and of the cargo that are on board, making, if necessary, a forced arrival or asking for help

g) Take the necessary practices in the places where regulations or prudence so require

h) Be in the bridge of control at the entrances and exits of ports, in the passages through marked channels, narrow or places of restricted navigation, in case of fog, in navigation through areas of intense traffic and, in general, in all other circumstances in which the risks are greater
