In a bold move to win approval for the proposed casino near the United Nations headquarters in Manhattan, Soloviev Group announced a groundbreaking plan combining state-of-the-art casino complexes with substantial affordable housing plans.

Stephane Soloviev, property heir to developer Solow Real Estate, announced a revamped proposal to include more than 500 affordable homes offered permanently below market-rate rents in response to the city's growing housing crisis, The New York Times reported.

Soloviev Group's innovative approach comes at a time when competition for New York's coveted casino license is fiercer than ever. Revised plans for the 6.7-acre site, now known as Freedom Plaza, no longer feature a previously proposed Ferris wheel. Instead, the project consists of two elegant champagne-colored hotel towers, a residential complex, a democracy museum, and 4.7 acres of green space open to the public, offering a total of 1,200 rooms.

What sets this proposal apart is New York City's willingness to address urgent housing needs. Of the planned 1,325 units, 513 will be designated for affordable housing programs, and renters can qualify if they earn less than 80% of their local median income on average. These issues will be leased permanently below market rates, providing much-needed relief to New York City's housing crisis.

According to Michael Hershman, CEO of Solovief Group, affordable housing components are directly related to the affordability of casino projects. He explained that the inclusion of casinos in real estate could allow the company to provide these affordable housing components in key midtown locations. If there is no casino, this offer will be cancelled.

The strategic move aims to gain pivotal local support for New York state officials in securing one of three downstate game licenses to issue next year. Soloviev Group's partnership with Mohigan, a gaming division of the Mohigan tribe in Connecticut, further highlights the reliability of the project and its potential benefits to the community.

To further collaborate with the community, the Soloviev group commissioned the installation of public art in the building. Famous artist Bruno Monroe will frame the city's iconic skyline and painted landscapes against the East River coast, creating a fascinating display featuring more than 17,000 low-light, fiber-optic stem cells. Soloviev Group's offer is one of several in the competitive bidding pool.
