In the specific case of Colombia transportation companies are the only ones authorized for moving all cargo, this is all goverment regulated.
Some of this transportation companies have its own fleet, but in the majority of cases the fleet belongs to third party companies that manages the fleets or even some of the trucks belongs to single owners that also drives them
