Who is a Customs Broker? “Customs broker” means a person who is licensed under the relevant code of federal regulations to transact customs business on behalf of others. Is the Customs Broker Exam harder than the Bar Exam? Bar Tests are not open book exams, and examinees must learn hundreds of rules in a variety of legal subjects. The Customs Broker Exam, on the other hand, is an open book exam that requires a high level of knowledge with the material but not memorization. The Customs Broker Exam consists of 80 multiple-choice or objective questions. Most Bar Exams consist of 3 to 6 essays and 200 objective-style questions that cover both federal and state law topics. The Bar Exam's syllabus can cover up to 20 disciplines, whereas the Customs Broker Exam concentrates on import compliance.
