Noticed in IE8/9 when selecting org in sidebar.

Scorecard Details table view was not showing headers
Happened when the first category in the response had no measure outcomes.
Now they all have headers.

Scorecard Details was showing incorrect org.
AJAX wasn't updating the link to Scorecard Details properly.
No more AJAX there.
Full page refreshes.
