What is BREEAM?
BREEAM is the world’s leading
sustainability assessment method for
masterplanning projects, infrastructure
and buildings. It recognises and reflects the
value in higher performing assets across
the built environment lifecycle, from new
construction to in-use and refurbishment.
BREEAM is the key mechanism for
measuring overall sustainability
performance of Transpennine Route
Upgrade (TRU) against the themes
and objectives set out in the TRU
Sustainability Strategy.

Why we are using
BREEAM on the
Transpennine
Route Upgrade
We’ve chosen BREEAM because it demonstrates an industry leading commitment to sustainability, and provides a set of single, measurable and comparable sustainability
Key Performance Indicators for
the TRU – it helps us to deliver a strategic and integrated approach across a complex project.
Having BREEAM as a key tool of the TRU provides assurance to our key stakeholders and helps us to achieve our goals of delivering a legacy of a more sustainable railway.

BREEAM infrastructure
overview
There is a maximum of
168 BREEAM credits available,
grouped into 13 categories.
Credits are achieved through the provision of
robust evidence to demonstrate compliance with
the BREEAM assessment criteria, as defined in
the BREEAM Infrastructure Technical Standard.
There are two main assessment stages:
1. Strategic Stage
2. Project Detail Stage
The project Detail Stage is then split further into:
1. Interim (Design Stage) Assessment (optional)
2. Final (Post Construction) Stage
BREEAM also has 13 credit
categories, each carrying
a weighting:
Category | Weighting |
---|---|
Integrated | 8.5% |
Resilience | 10% |
Stakeholders | 8.5% |
Local wellbeing | 11% |
Transport | 9% |

How BREEAM
supports the TRU
Sustainability
Strategy
BREEAM is the key mechanism for measuring overall sustainability performance of TRU, against the themes and objectives set out in the TRU Sustainability Strategy.
Theme | Emerging indicators | |
---|---|---|
Deliver social value | • Equality, diversity and inclusion • Keeping communities safe • Accessibility • Community engagement |
• Number of STEM ambassadors trained • Number of diversity and inclusive design reviews |
Promote Economic growth |
• Skills, talent and job creation • Being a responsible employer |
• Level of SME engagement • Number of apprentices • Level of local employment |
Ensure environmental resilience |
• Resource and carbon efficiency • Minimise environmental and climate change impacts • Sustainable procurement • Enhance biodiversity |
• Total carbon equivalent emissions • Biodiversity units • Percentage reused and recycled materials |

Benefits of
BREEAM
Through using BREEAM on the TRU we are demonstrating a leading commitment to sustainability. BREEAM also ultimately enhances the quality of our constructed, operational assets across the TRU.
In addition, BREEAM enables us to:
- Deliver a legacy of a more sustainable railway
- Provides assurance to key stakeholders
- Ensure a strategic and integrated approach to how we measure success against the TRU Sustainability Strategy
- Provides a single, measurable and comparable sustainability KPI
- Drives sustainability performance beyond ‘business as usual’

TRU BREEAM
requirement
The TRU will target the BREEAM rating of ‘excellent’, and this has been reflected in the requirements process. This is also key as TRU is the only Network Rail programme in the BREEAM infrastructure pilot.
The TRU BREEAM Execution Plan includes:
- Overview of benefits and costs
- PMO and Alliance responsibilities
- Detailed requirements for achieving the target ‘excellent’ rating
- Cost mitigation and value management strategies

Structure of BREEAM on TRU
As the TRU is such a large, multi-asset programme, the BREEAM assessment has been split into a series of smaller, stand-alone assessments – this is based on the ‘packages’ of work within the TRU programme.
Each individual BREEAM assessment will generate a BREEAM score and rating, as demonstrated in the following example – at the end of the TRU programme, the BREEAM scores for each package will be amalgamated to generate an overall TRU BREEAM score and rating.

Structure of BREEAM on TRU
1. Strategic Stage Assessment
- At area ‘package’ level
- Reports and strategies prepared by Alliance
- Formal BREEAM assessment by PMO
- Strategic stage score (%) and certificate issued by BRE Global Ltd
2. Project Detail Stage INTERIM Assessment
- At ‘SPO’ (intervention) level
- Based on detailed design and specification
- All evidence and formal BREEAM assessment provided by Alliance
- Project Detail Stage INTERIM score (%), rating and certificate issued by BRE Global Ltd
3. Project Detail Stage FINAL Assessment
- As for interim assessment, but evidence and assessment based on
final ‘as constructed’ works - Project Detail Stage FINAL score (%), rating and certificate issued by
BRE Global Ltd
4. Final Score and Rating Calculation
- Final score for each package is calculated from the Strategic Stage Score, added to weighted average of Project Detail Final Assessment scores
