National elections take a hard turn to the right. In California, Prop 187 passes, denying undocumented immigrants access to public services. It is never fully implemented, but it is clear this message wins.

Immigrants are cast as criminals, welfare abusers and job stealers. This framing create a demand for laws punishing immigrants.
