Filling in the ITGS Triangle
What does ATF stand for?
Stakeholders
- ATF
- The agency looking to buy a Database system that will allow them to search for people and connections
- Citizens
- People whose information will be in the database.
- Intelligence Analysts
- They currently perform searches manually from different sources. the database will allow them to do their work faster and more efficiently.
IT System
IT System Components
Input: partial search queries. phone numbers, phonetic spelling of names, partial social security numbers, partial addresses, etc.
Online Data Repository System
A database system that can find information about a person of interest from partial searches and will deliver identity and known associations (friends, family, work relationships, etc.)
Output: "Relevant information and intelligence products" most likely printed reports or displayed on screen, containing identity and associations for an individual
Process: The database system will automatically match partial data in order to find the identity of an individual. it will search records from different sources and match them in order to narrow down the list of possible identities.

Storage: The database will most likely be stored on hard drives and servers connected to the internet, since part of the requirement is that the system be "online".

Possible Issues
- Privacy
- Reliability
- Securuty
Privacy
- The database may contain information that is not relevant to the case being investigated.
- It will contain information for people that are not related to a criminal investigation, and could be used to produce a report on people that are not related to crimes.
- It is using information that the citizens did not consent to give for the purpose stated. The database may contain information given to an agency for one purpose but is being used by another agency for a completely different purpose.
Reliability
- The system is matching information and finding relationships between different people. if the match is wrong because of unreliable data, then the report may associate individuals that are not related in real life.
Security
- Because the system is "online" it is vulnerable to unauthorized access from an outside party. The information that the database provides could be leaked or stolen and used for criminal activities against individuals.
- Intelligence Analysts could use the information in inappropriate ways.
Specific Area of Application
- Politics and Government
- The ATF is a government agency that conducts criminal investigations. It is regulated by the laws of the government of the U.S.
