LOOK FOR SIGNS THAT PEOPLE ARE EXPLOITING THE SYSTEM

get detailed billing records

-Allows you to identify the biggest moneymakers

-Helps you search for fraud

go to town on the moneymakers

At a minimum:

-Police calls and reports

-Sex offender registries

-Code enforcement records

-Fire marshal inspections

-Health department reports

-Civil suits

-Other regulator reports

don't just rely on records.

Go to the homes.

And if you don't get anything the first time, go back.

dig in to the program

-Clip searches

-Audits and inspector general reports

-Personnel files

-Email

Side note: If you get anyone fired,
seek them out and talk to them.
