DID URI Scheme

As a first step for integrating DIDs, we need the did: URI scheme added to the allowed protocol list for extensions, so we can hook into calls made over this protocol.

Support for this set of protocols will enable clients to fetch ION and DID-related data payloads, which are the backbone of our DID-based products.
