This proposal would provide 'off treasury' stipends for community members to start and maintain small-scale projects

Contractor Cost
Each proposal costs ~$750 to submit

Each proposal costs the masternode network $10k to evaluate
Scope
The scope of work involves vetting, funding, and reporting on five small, low-risk, community-driven projects (coding, marketing, etc). Funded projects will have their own, separate scopes of work.

Schedule
Start with a two-month trial period. An RFP kicks things off. Five proposals would then be approved to commence work. Admin deliverables are spelled out; subcontract deliverables would depend on approved projects.
Milestones
- 2017-05-05 - Superblock payout
- 2017-05-08 - Admin submits open off-treasury RFP
- 2017-05-15 - Submission deadline for community proposals
- 2017-05-22 - Admin approves subcontractors, commence work
- 2017-06-19 - Subcontractors report to admin with deliverables
- 2017-06-26 - Admin reports to MNOs/community
- Depending on feedback, renew this charter w/ treasury proposal

The project targets 50 DASH/month for two (2) months
